Four classes of licence

Class A

B2C Interactive Gaming

Operate an online casino or gaming site directly with players — slots, table games, and RNG-based products.
Class B

B2B Software Supply

Supply games, platforms, or aggregation services to licensed B2C operators.
Class C

Sports Betting

Offer fixed-odds and in-play sports betting to players.
Class D

Live Dealer Operations

Run or supply live-streamed dealer studios and their associated tables.
Application Process

From enquiry to grant

Every application follows the same six-stage path.

Enquiry

Contact the Office of the Registrar to discuss the appropriate licence class.

Due diligence

Submit corporate, ownership, and personnel information for fitness and propriety checks.

Documentation

Provide the required documents, technical certifications, and policy set.

04
Provisional approval

The Registrar issues a provisional decision subject to fee settlement.

05
Fee settlement

Pay the application and first annual fee for the chosen class.

06
Grant & seal issuance

The licence is entered on the register and each authorised domain is issued its seal.

  • Certificate of incorporation and constitutional documents.
  • Register of directors and ultimate beneficial owners.
  • Passport and proof-of-address for each key person.
  • Business plan and evidence of capital adequacy.
  • AML/CFT policy and responsible-gaming policy.
  • RNG / game-fairness certification from an accredited laboratory.
  • Technical and hosting details for each domain to be authorised.

Licence Conditions

Conditions attached to every licence

  • Maintain the standards set out in the Regulatory Framework at all times.
  • Display a valid Interactive Licence Seal on every authorised domain.
  • Segregate player funds and honour legitimate withdrawals promptly.
  • Submit compliance reports on the Authority's reporting calendar.
  • Notify the Authority of material changes to ownership or operations.
  • Exclude players from prohibited territories.

Frequently asked questions

How long does an application take?+

Timeframes depend on the completeness of the submission and the licence class. Well-prepared applications typically move through due diligence within a few weeks.

Can one licence cover multiple domains?+

Yes. A licence may authorise multiple domains; each authorised domain receives its own Interactive Licence Seal.

Are licences transferable?+

No. A licence is granted to a specific holder. A change of control must be notified to and approved by the Authority.

What happens if a licence expires?+

An expired licence is marked on the register and its seals cease to verify as valid until the licence is renewed.
